FIRS Nigeria Renamed to NRS (Nigeria Revenue Service)

·

The Federal Inland Revenue Service (FIRS) has officially been renamed the Nigeria Revenue Service (NRS), marking the full commencement of Nigeria’s new tax and revenue reforms.

This historic transition marks a major milestone in Nigeria’s tax and revenue administration journey and signals the beginning of a new era shaped by new tax laws, modern governance frameworks, and a renewed commitment to service delivery.

Background: What Was FIRS Nigeria?

Before its transformation, the Federal Inland Revenue Service (FIRS) was the federal agency responsible for :

  • Assessing, collecting, and accounting for federal taxes
  • Advising the federal government on tax policy matters
  • Administering tax laws such as:
    • Companies Income Tax (CIT)
    • Petroleum Profits Tax (PPT)
    • Value Added Tax (VAT)
    • Capital Gains Tax (CGT)
    • Stamp Duties

FIRS played a central role in Nigeria’s non-oil revenue drive over the years, particularly as the country sought to reduce its dependence on crude oil earnings.

However, challenges such as fragmented revenue administration, inefficiencies, taxpayer distrust, and outdated processes made it necessary for the government to rethink the entire structure of revenue administration in Nigeria.

Why Nigeria Needed a New Revenue Service : NRS

Several factors made the transformation from FIRS to NRS necessary:

Economic Pressures

Nigeria faces increasing demands for:

  • Infrastructure development
  • Social Services
  • Debt Servicing

Declining Oil Revenue

With fluctuating oil prices and production challenges, Nigeria must rely more on non-oil revenue, especially taxes.

Global Best Practices

Many countries now operate unified revenue authorities with:

  • Digital tax systems
  • Data-driven compliance
  • Taxpayer-centric services

NRS is designed to meet these global standards.

The Official Transition: FIRS Becomes Nigeria Revenue Service (NRS)

The Federal Inland Revenue Service has now officially metamorphosed into the Nigeria Revenue Service (NRS) as new tax laws come into effect.

This development ushers in what many have described as “a new dawn in revenue administration” in Nigeria.

The transition became effective following the signing of the Nigeria Revenue Service Establishment Act 2025 by President Bola Ahmed Tinubu in June 2025.

This Act provides the necessary legal framework for the newly formed entity, signaling the government’s commitment to a more unified and service-oriented revenue system. The new laws officially came into effect on Thursday, 1st of January, 2026.

Unveiling of the Nigeria Revenue Service (NRS) Logo

The official unveiling of the new institutional identity, including the refreshed official logo, was a major milestone in this transition. Executive Chairman of the NRS, Zacch Adedeji, emphasized at the unveiling event in Abuja that the new identity, logo, and other brand elements were not just superficial elements. They “represented an important milestone in the evolution of Nigeria’s revenue administration framework.”

The name change itself—from Federal Inland Revenue Service to Nigeria Revenue Service—might seem subtle, but it carries immense symbolic weight. The shift emphasizes a national focus (“Nigeria Revenue Service”) over a more restrictive jurisdictional focus (“Federal Inland Revenue”). This subtly suggests a broader mandate that might encompass a more unified approach to revenue mobilization across different tiers of government, though its primary focus remains federal revenue.

The core message behind the new identity, as articulated in the official statements, is a “renewed commitment to a more unified, efficient, and service-oriented revenue system.”

Continuity, Not Disruption

One important clarification made by the NRS leadership is that the transition does not signal abandonment of past efforts.

According to the official statement, the new identity signals:

  • Continuity of purpose
  • Strengthened institutional capacity
  • A forward-looking approach to supporting taxpayers and national development.

New Era for Revenue Administration in Nigeria With NRS

The unveiling of the Nigeria Revenue Service identity marks the full implementation of tax and revenue reforms signed into law by President Tinubu in 2025.

The NRS is expected to play a key role in improving revenue generation, strengthening tax compliance, and supporting Nigeria’s economic development agenda.

The agency urged Nigerians to engage with the new system as the country enters what it described as a new dawn in revenue administration.

“Welcome to a new dawn of revenue administration. Together we rise. Together we prosper,”
